Set the content-moderation categories the org adds
PUT/v1/orgs/:org_id/governors/moderation
CortexHub always blocks a fixed set of categories in human-authored input (chat messages, end-user messages, routine instructions) for every org. This sets the additional categories this org blocks; the always-on set cannot be removed.
