List toolkits
GET/v1/toolkits
Returns paginated published toolkits from the global catalogue, including auth methods, tool counts, and OAuth scope metadata (labels, required flags). When the caller is scoped to a specific organisation, results are filtered to the toolkits that organisation is entitled to use.
