List per-tool entitlements for a group's toolkit
GET/v1/orgs/:org_id/governance-groups/:group_id/toolkits/:toolkit_slug/tools
Returns one row per tool in the toolkit with the org admin's allow / override decisions. Tools with no entitlement row yet default to enabled=true with no override.
