Dry-run a per-tool policy draft

/v1/orgs/:org_id/governance-groups/:group_id/toolkits/:toolkit_slug/policies/dry-run

Compiles the draft authoring payload and runs Cedar against a hypothetical tool invocation -- nothing is persisted. The response reports whether the draft's predicate fired and what decision would be returned at runtime. Use it from the override sheet's Dry-run tab to validate a policy before saving.
