Compile a natural-language description into a baseline draft
POST/v1/orgs/:org_id/org-baselines/compile
Authoring-only: map a plain-English sentence (e.g. 'transactions over $500 need backoffice approval') onto the fixed Security Fingerprint vocabulary and return a resolved STRUCTURED draft for review (the condition + restrictive decision + accountability), a human-readable restatement, the count of entitled tools it would govern, and any concepts that could not be mapped. Nothing is stored: the admin confirms by creating the baseline (source=nl, nl_label=the original text). An LLM runs only here at authoring time; runtime enforcement is deterministic. A description that cannot be mapped to a restrictive guardrail returns a validation error listing the gaps.
